Plus would give access to a selected eligible collection while subscribed, not every book in the store. A title outside that collection can have its own clearly stated purchase terms. Your notes remain yours if you leave Plus; access to included books follows the subscription and title terms.
The existing native desktop reader is independent of the web account. Public hosting, publishing and paid billing are not launched. Final prices, tax and cancellation terms will be shown before any paid offer opens.
